Lt. Col. Francis C. Licameli, USA Ret., is a research analyst and technical writer at CAPE. He previously served as assistant course director for MX400-Officership at the U.S. Military Academy, and has both active-duty and National Guard service, including battalion command and a combat tour. He is a graduate of Fordham University, N.Y., and the Command and General Staff College.
