Richard A. Love is professor of peace and stability operations at the U.S. Army War College, Carlisle Barracks, Pa., and assistant director of the War College’s Peacekeeping and Stability Operations Institute. He has a law degree from George Mason School of Law, Va., and a doctorate from the University of New South Wales-Australian Defence Force Academy.
